Population increases and municipal andrecreational uses, as well as growing uncertaintiesabout the effects of global climate change, call for anew approach to water use and water resource management. Two powerful tools, climate change riskassessment and total water management, can beused to determine the vulnerability of water managementsystems to climate change. These tools can alsobe used to drive the development of integrated watermanagement strategies and infrastructure to providewater supplies that are more resilient to the effects ofclimate change. One approach for assessing the risks of climatechange to water systems is to use a dual analytical frameworkknown as the threshold-scenario risk assessment. The framework comprises two parts: the more qualitativethreshold risk assessment approach; and, the quantitativescenario risk assessment approach. This articleprovides tools, resources, examples, and new, holisticsolutions that can be used to manage both the builtand natural portions of the water cycle. Water professionalswill find this approach more effective than consideringthe components separately when addressing thechallenges posed by global climate change. Includes 4 references, figures.
