Conjunctive operation of surface water andgroundwater systems is a key element in integratedwater resource management. The cyclicstorage of available water in both surfaceimpoundments and groundwater aquifers reliablymaximizes efficient use of availableresources with minimum cost. Very large reservoirsare often needed to increase the marginalreliability of the naturally available surfacewaters. However, this option may result in highcosts, extensive evaporation, and increasinglynegative effects on the environment. Theauthors present a semidistributed optimizationmodel for design and operation of a proposedcyclic system. The model includes interactingcomponents of surface water and groundwatersubsystems with the objective of minimizingtotal system costs. A generalized and modifiedunit response matrix method is developed andembedded into the optimization model. Watersuppliers can use this information to developtheir own model in order to manage theirresources and go even further in banking theirwater. Includes 21 references, tables, figures.
