Although meter accuracy has beenaddressed in the past as a potential cause ofapparent water loss, the lack of significantdata on meter accuracy at low flows hascaused losses at these flow rates to belargely ignored. This article provides averagelow-flow accuracies of different metertypes and outlines two methods for estimatingapparent losses caused by meter inaccuracyat low flows. By estimating apparentlosses and resulting decreases in revenues,utilities can gain a better understanding ofthe real consequences of meter inaccuracy atlow flow rates.Stopping nonrevenue water loss attributableto meter inaccuracy can result in substantialshort-term increases in utility revenue. Furthermore,meters that accurately record wateracross the entire range of flow rates lead tomore equitable customer billing. In light ofthese benefits as well as increased system efficiency,utilities may want to make low-flowaccuracy a key consideration in selecting metersfor initial installation or replacement.
