Water conservation has the potential tosupplement existing supplies or even constitutean alternative strategy for meeting safedrinking water needs. Because of the benefitsrepresented by savings in both water andmoney, many municipal districts, regionalgovernments, and water purveyors in theUnited States are developing and implementingconservation programs.This study investigated the history andprogress of state-level water conservationacross the United States and analyzed thefactors affecting that rate of progress. By2005, 23 states had mandates requiringconservation, compared with 9 states in1990. At this rate, it would require morethan 26 years for the conservation mandateto spread to the remaining 27 states.Although the study did find a correlationbetween states' commitment to water conservationand their expected populationgrowth and possibility of water shortage,it may take additional legislation andactions by public interest groups to spurmore states and municipalities to adoptconservation planning.
