This article offers a comprehensive discussionof trace inorganic contaminants (TICs), anemerging water quality and public health issue.Because of their public health implications,TICs are likely to receive continued regulatoryscrutiny and may ultimately factor into a futuredistribution system rule that requires use ofbest practices for operating, monitoring, andmaintaining water distribution systems.Despite the issue's relevance, however,significant gaps exist with regard to potentialrelease scenarios, the specific factors thatmost influence chemical release, and remediationthat can be undertaken to manage potentialrisks. The authors identify the most glaringof these voids and propose fundamentalresearch and utility monitoring strategies toaddress them. In addition, they offer specificguidance on implementation of focused distributionsystem monitoring programs; systemoperations in terms of blending, water qualityconsistency, and hydraulics; and, unanticipatedeffects of such routine system activitiesas pipe flushing.
