The desire to save money is the primary motivation for most municipalitieselecting to utilize contract operations; capturing all available efficienciesin operations is certainly an appropriate objective. An obvious challenge inturning to contract operations to save money is that the objective is sometimesmore easily sold than achieved, but other questions deserve equal attention.
