The desire to save money is the primary motivation for most municipalitieselecting to utilize contract operations; capturing all available efficienciesin operations is certainly an appropriate objective. An obvious challenge inturning to contract operations to save money is that the objective is sometimesmore easily sold than achieved, but other questions deserve equal attention. Thispaper explores some of the non-price factors that are important in the selectionof a contract operator for a municipally-owned water or wastewater system. Thepaper summarizes the recent evaluation process applied by the City of Key West,Florida, in selecting a contract operator for the City's wastewater system.
