Henderson, Nevada, is the fastest growing large city in Americaaccording to the US Census, having nearly tripled in the last two decades. Henderson's population is expected to reach 200,000 by the end of 2000. Henderson provides complete water and wastewater services to its customers. Utility staff has implemented aggressive planning strategies to keep the water and wastewater utilities ahead of growth while continuing to provide the highest quality service to customers. This paper discusses how Henderson is delivering quality products and service throughteamwork, accountability and professionalism. The specific strategies used include: employee-owned strategicbusiness plan; long-range flexible capital improvement schedule; continuous financial forecasting; and, proactive communication of business and policy issues with City administration and policy makers.
