This paper presents an approach for balancing collection system performance andsystem maintenance. A study was performed under a cooperative agreement by Black & Veatch and the American Society of Civil Engineers for the US Environmental Protection Agency in an effort to evaluate the approach. During the study, a comprehensive analysis of maintenance, performance measures, and reinvestment data from 42 wastewater collection agencies from across the United States were analyzed. The paper describes the project approach and methodology, and presents an overview of the maintenance, performance, and reinvestment data collected during the course of the study. The statistical analyses performed to develop standard maintenance frequencies and standard performance ratings are also described. The results indicate that a correlation exists among system performance, maintenance frequency, and reinvestment rates. Includes 3 references, tables, figures.
