Policies on regionalization of utilities have been around for decades.Regionalization is viewed as a mechanism for improving service and managingthe costs of delivering that service, and it can come in forms that do not disruptthe organizational identity that is held dearly among some principals of thoseentities. This paper discusses how recently negotiated wholesale water supply agreements in the Portland,Oregon, metropolitan area demonstrate those characteristics. Creative sale andpurchase arrangements are featured in the new agreements.
