This slide presentation outlines a project to produce a Screening Tool and a sector-specific guidance (SSG) for the Water and WastewaterSectors to support Federal decision-making and to encourage owners andoperators in the sector to manage their terrorism risks.Objectives include:evaluate existing sector-specific methodologies for compatibility withRAMCAP and integrate to make them RAMCAP compatible, or incorporate their methods into RAMCAP Screen and SSG; draft the RAMCAP process and metrics, or variations on existing tools,and pilot test them in selected utilities;tailor the method to the specific technologies, practices and culture of therespective sectors; refine through a series of stakeholder reviews, seekingconsensus; and, assure explicit alignment and full consistency with the RAMCAPFramework and the Screening Tools/SSGs for other sectors. The Scope of Work included:designate the Subject Matter Expert (SME) Team;compare major risk analysis methodologies used in the Water Sector, e.g., RAM-W,VSAT and SENS, with RAMCAP Framework and other SSGs;develop a draft roster for the Voluntary Stakeholders Committee in consultation withEPA, DHS, Water Sector Coordinating Council; convene the Volunteer Stakeholders Committee, initial briefing and identifyadditional members;adapt/draft a preliminary Screening Tool and SSG building on earlier tools; reviewwith Stakeholders Committee; define pilot assessment and identify participants; perform pilot assessment; review results with Stakeholders Committee, DHS andEPA; revise as needed;identify methods by which information can be disseminated to appropriatestakeholders within 12 months; alignment and consistency with the RAMCAP Framework and other sectors.
