In June 1996, the Florida Department of Environmental protection (FDEP) issued a permit and administrative order (AO) for the Town of Jupiter Reverse Osmosis facility concentrate discharge. The new permit and accompanying AO were issued to allow an increase of the concentrate discharge flow from two to four million gallons per day. Part of the requirements of the permit and AO were that a Dilution Study within the C-18 Canal be conducted to define mixing zone limits for Fluoride and Combined Radium 226 and 228 in the four million gallon per day concentrate discharge. As part of the permit requirements to evaluate the proposed 4-MGD effluent discharge, field data collection and dilution calculations were undertaken to determine: actual dilution within the receiving waters; mixing zone boundaries for specific parameters; and, the discharge to the C-18 canal will meet Class II water quality criteria outside of the delineated mixing zone. The methodology for developing the dilution calculation field data was through metered injection of a measured concentration of fluorometric dye into the reverse osmosis plant discharge. Dye concentration was measured in the receiving water at discrete cross section locations upstream and downstream of the discharge location. The data was collected at discrete time intervals over a 48-hour period of 4 MGD discharge. The specifications for sampling conditions, locations, equipment, and methodology are listed.
