Palm Beach County, Florida owns and operates a 9.4 million gallon per day (mgd) membranetreatment plant and 6 mgd lime plant located at Water Treatment Plant No. 3 (WTP #3) west ofDelray Beach. The initial membrane capacity addition was referenced as Phase I. Due toincreasing demands in the southern portions of the service area, the Palm Beach County WaterUtilities Department (PBCWUD) desired to expand the membrane treatment plant, add the abilityto blend surficial aquifer raw water, and demolish the existing lime softening plant. The existingmembrane treatment facility was designed to accommodate expansion up to 14 mgd. The PhaseII expansion of the membrane treatment capacity is to 17.0 mgd and an additional 3.0 mgd blendcapacity from surficial raw water wells for a total capacity of 20.0 mgd. The Phase II expansionwill also include the demolition of the existing 6 mgd lime plant. This paper will also addressdesign concerns for the ultimate expansion at Phase III to 25.5 mgd of membrane softened waterand up to 4.5 mgd of blending and bypass for a total plant rated capacity of 30.0 mgd.
