Under the Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR), membranefiltration is designated as one of the "toolbox technologies" that may be grantedCryptosporidium removal credit under that rule. As a result, the Membrane Filtration GuidanceManual (MFGM) is being developed by the United States Environmental Protection Agency(USEPA) to assist the water treatment community with the implementation of membranefiltration for rule compliance. Because the MFGM describes the use of this rapidly expandingtechnology under the first federal level (i.e., nationwide) regulatory framework, the documenthas generated significant interest in the water treatment industry.In the development phase, a preliminary draft of the MFGM was subjected to a peer reviewprocess including a representative group of state regulators, consultants, and membranemanufacturers. Subsequently, a revised draft MFGM was released for public review andcomment in June 2003. After this public review period closed in January 2004, the commentswere compiled to create a blueprint for completing the document. The final version of theMFGM is scheduled to be finished in the spring of 2005. This paper provides an overview of both the LT2ESWTR requirements asapplicable to membrane filtration and the final version of the MFGM.
