New Rochelle Water Company (New York) concluded that increasingly stringent regulations (including the Surface Water Treatment Rule and Disinfection Byproducts Rule), membrane filtration technology should be examined. Hence, the decision was made to construct a membrane (ultrafiltration) treatment demonstration plant. The main objective of the facility is to obtain both short term and more importantly long term performance data in order to better evaluate the feasibility of applying this particular technology in the future. The system chosen is a completely automated, skid-mounted unit, designed and fabricated by the manufacturer. This paper discusses design parameters (hydraulics, mechanical, electrical/automation, site selection/system demands), water quality, customer relations, permitting, and construction. New Rochelle Water Company believes that membrane technology will become a more common and viable technology in the future as regulations become even more stringent, as design and operational benefits become more well known, and as costs decrease. Also, the operation of this plant will allow for a comprehensive assessment of ultrafiltration as a means to comply with the SWTR and DBPR simultaneously.
