The current standard for turbidity in combined filter effluents of surface water plants was set several years ago in the Surface Water Treatment Rule (SWTR) at 0.5 ntu 95% of the time, with sampling frequency set at 4 hours. The SWTR was designed to protect consumers from the threat of giardia and, to some extent, virus breakthrough. Since that time, however, the threat of waterborne cryptosporidiosis has caused the EPA to reconsider the requirements of this rule. The EPA has proposed the Enhanced Surface Water Treatment Rule (ESWTR) which is designed to address the threat posed by waterborne pathogens. In order to collect sufficient data to set standards for this rule, the Information Collection Rule was initiated. However, it was determined that until the ICR data were collected and assessed, an Interim ESWTR was needed to address the issue of protection from pathogens. The work described in this paper was initiated during the data evaluation period for the Interim ESWTR. The purpose of the work was to determine what the continuously monitored turbidity values were in surface water plants in various locations. As part of an AWWA Research Foundation project, a database of low level turbidity data was developed.
