In March 1997, the Environmental Protection Agency (EPA) proposed a Streamlining initiative to implement a performance-based measurement system (PBMS) and expedite the approval of compliance monitoring methods under the Clean Water Act and the Safe Drinking Water Act. Initially, PBMS would be limited to chemistry methods and would not allow modifications to sample collection, shipment or storage requirements. The PBMS would be based on performance criteria specified for each analyte within the context of a reference method, and would consist of three major components: procedures to continue the current alternate test procedure program for approving method modifications; procedures to approve new methods; and, increased flexibility to modify reference methods without prior EPA approval. This paper describes each of the three components and discusses public reaction to this new initiative.
