The burden of keeping up with regulations which require the generation, tracking and reporting of data continues to increase for the water and wastewater industry. There is more of a need than ever for utilities and parent water companies to manage their data more efficiently. Better and more powerful tools are needed to track regulatory data and to use the data internally for measuring system productivity and performance. At United Water Resources (UWR), this challenge has been recognized and the solution for managing the huge amounts of data is being addressed. The solution takes advantage of the power and flexibility of today's relational databases. With these tools, UWR has adopted a corporate-wide Operations Information System Database (OpIS). This paper describes OpIS which is a relational database system that houses a combination of water quality data and production data. The database is designed as a hybrid system which provides both data warehouse storage and on line transaction processing (OLTP) functionality. It is capable of providing decision support and is normalized with the intent of providing complementary data for the other corporate-wide information systems.
