The Partnership for Safe Water (PSW) was developed in a cooperative effort by several agencies and organizations. The purpose of the Partnership is to encourage US water suppliers to survey their utilities to identify areas that will enhance the water system's ability to prevent entry of Cryptosporidium, Giardia and other microbial contaminants into treated water and to voluntarily implement those actions that are appropriate for the system. Phase III of the four PSW phases is a peer review process of a utility's Completion Report which is overseen by the Program Effectiveness Assessment Committee (PEAC). This Completion Report is assessed against fourteen parameters grouped into five categories: performance; administration; operation; design and overall. This paper defines and discusses each of the fourteen parameters.
