The purpose of the Partnership for Safe Water (PSW) is to encourage US water suppliers to survey their facilities, treatment processes, operating and maintenance procedures, operator training and management practices to identify areas that will enhance a water system's ability to prevent contamination from Cryptosporidium, Giardia and other pathogens. The San Francisco Public Utilities Commission (SFPUC) joined the PSW in January 1996 with a commitment to complete all four phases. The Phase III assessment, which is based on the EPA's Composite Correction Program, involves the assessment of plant performance problems and implementation of corrective actions. During Phase III, a survey was conducted of both SFPUC treatment plants that included a performance assessment, major unit process evaluation and the identification of performance limiting factors along with possible corrective actions. This paper discusses SFPUC's approach to and findings of the survey.
