This paper discusses the Alameda County Water District's (ACWD) experience in improving confidence in the quality of analytical testing performed at its two treatment plant laboratories and in various field situations. Over an eight month period, standard operating procedures were developed for analyses to be performed by treatment plant operators and field staff. Both group and individualized training were provided to make sure that procedures were clear, concise, and practical. An in-house proficiency-testing program was developed and implemented as a tool for objectively measuring performance. Results indicate significant improvement.
