The East Bay Municipal Utility District (EBMUD) has converted its distribution system secondary disinfectant from free chlorine to chloramine in early 1998. An extensive water quality monitoring program was implemented in the distribution system pipelines and storage reservoirs to evaluate maintenance of free chlorine and chloramine. Laboratory test results on the stability of chloramine were compared with the distribution system results. Initial nitrification control strategies have been evaluated and operational goals for total chlorine residual and detention time established.
