This paper describes an attempt by the Carbondale Water Treatment Plant in Southern Illinois to develop a comprehensive program of process changes and chemical treatments to meet the limits of the upcoming Disinfectants/Disinfection Byproducts (D/DBP) Rule. The challenge was to find a treatment program that will satisfy regulatory requirements for concentrations of haloacetic acids (HAAs) and total trihalomethanes (TTHMs) while continuing to maintain necessary disinfectant contact times (CT values). Carbondale currently controls TTHMs successfully with tower aeration, and the staff are evaluating aeration system modifications to meet more stringent future TTHM levels. Although process changes have shown some promise in controlling concentrations of HAAs seasonally, an effective and economical treatment plan remains incomplete.
