The Florida Department of Environmental Protection (DEP) administers a wide rangeof environmental programs. Included within DEP's scope are the domesticwastewater, industrial wastewater, drinking water, groundwater, air resources,solid and hazardous waste, and environmental resources programs. The domestic andindustrial wastewater programs feature comprehensive permitting programs thatinclude the federally delegated National Pollutant Discharge Elimination System(NPDES) program for surface water discharges and a state permitting program forreuse and other ground water discharges. The level of detail in the stategroundwater permitting program is comparable to the NPDES program. This paperexamines the interrelationships between various environmental programs and waterreuse. The regulatory framework in Florida is used to illustrate key programmaticrelationships. Florida's commitment to water reuse, dependence on groundwater,and well-developed groundwater and surface water programs combine to make thestate a good basis for comparison.
