A growing number of communities nationwide are expressing a desire to augment existing water supplies to accommodate expected growth and to attract growth that will enhance economic prosperity. Several barriers can arise that prevent or delay actions for securing additional source water supplies, particularly if additional surface water is the only feasible supply alternative. Multiple demands on streams from other water purveyors, in-stream users, and natural habitat often present a condition where justification of need can come under intense scrutiny. This paper addresses how traditional water demand forecasts and planning can be improved to meet increasingly stringent public review and regulatory expectations. The paper identifies common issues and obstacles that arise in review of water needs and offers advice that can help water providers identify and establish a credible and comprehensive case for defining future water needs.
