This paper describes the significant Recycled Water Project completed at Delta Diablo Sanitation District (District) to assist bringing power generating facilities online and increase power generation capacity in the State of California. Energy shortages and incredible prices have had a very significant impact on the State's residents and businesses. The State of California through the Energy Commission is considering dozens of power generation projects to meet the demand requirements. Most of these projects are gas-fired generation facilities with significant cooling and process water needs. Through a project completed in March 2001, the District will provide up to 12.8 million gallons per day of cooling and process water to two new power generating plants in Pittsburg, California. Although the District's Recycled Water Facility is not unique in design, it was planned, designed and constructed on an accelerated project schedule to meet the schedule demands of the power plants. Complex and sometimes contentious negotiations lead to development of multiple agreements between the participants. This paper discusses the project, the aggressive project schedule, and the development of the contractual and working relationships leading to a unique partnership between the District and private power developers. A number of challenges and solutions were experienced during the development and initial operation of the project, including the approval processes with the Regional Water Quality Control Board and local water agencies that are discussed. The paper also discusses the review process and provides a retrospective evaluation of the negotiation process and the issues that challenged the parties in their attempts to reach common ground on basic operational and long-term supply requirements. Finally, the paper presents the organizational and communications relationships formed to assure that future issues and challenges, over the 30-year life of this program, are to be addressed and resolved to all parties' benefit.
