This paper defines environmental conservation management as a process of developing watermanagement solutions that focus on the complete life cycle of water use. While acknowledging the validity of education,regulation and engineered solutions, environmental conservation management seeks to empower the customer directly to make thebehavior changes necessary to achieve the environmental management objective. The paper presents three building blocks of environmental conservation that include: water budget methodology to help develop a water budget that is based on individual residential indoor and outdoor use; incentives to behavior change such as inclining water rates, personal or environmental water rates, fines or penalties, and incentives; and, water conservation tools such as changing out the plant material, upgrading the irrigation system, and changing how the water system is managed.
