Austin implemented the first elements of its water efficiency program in 1983. The program continues to expand, with each new element aimed at correcting a particular type of inefficient water use. This presentation details the evolution of the programs implemented in Austin (and several that were considered but rejected) and their impact on water use. They include: free irrigation and audit program; Xeriscape education program; landscaping rebate program; ordinance requiring all new commercial landscapes to use native or adapted plants and establishing standards for irrigation systems; retrofit program for residential plumbing fixtures; low-flush toilet replacement program; commercial and industrial rebates; clothes washer rebates; universal and irrigation metering; and, rainwater harvesting.
