Cost remains a major constraint to development of water recycling and groundwater recovery projects. To address this issue and help achieve regional water supply reliability, the Metropolitan Water District of Southern California, under its LocalProjects Program (LRP), provides financial incentives to its member agencies for projectimplementation. Originally, Metropolitan provided fixed funding tied to its avoided cost of securingadditional supplies from the State Water Project. Over the years, the program has evolved to acompetitive approach for selecting projects. Projects participating under Metropolitan's programs areexpected to produce about 363,000 AFY when fully implemented. This paper discusses those projects. Includes table.
