The Texas Optimization Program (TOP) is a statewide voluntary and collaborative effort developed and administered by the Texas Natural Resource Conservation Commission in cooperation with several stakeholders including municipalities, water districts, water supply corporations and water organizations such as the Texas Rural Water Association. A primary objective of TOP is to encourage and emphasize the optimization of water treatment plant (WTP) performance, thereby minimizing the risk of contamination of drinking supplies by disease-causing microorganisms. TOP has two main focal areas: to assist WTPs in achieving optimized performance; and, to recognize the WTPs that achieve optimized performance and other criteria developed for the program. The program to recognize WTPs that attain and maintain optimized performance is under way. As of August 1999 seven WTPs have been recognized as complying with the program criteria and producing the safest drinking water possible. The Comprehensive Performance Evaluation (CPE) is the principal tool used to assist WTPs in achieving optimized performance. This paper focuses on the CPEs that have been performed at Texas WTPs as a part of the TOP. It will include a description of a CPE and the program to train participants to conduct CPEs and an analysis of the CPE results. Includes reference, tables.
