One of the responsibilities of water suppliers specified by the State of Oregon is to investigate customer complaints. The Lead and Copper Rule also gives water providers who exceed the action level the responsibility to provide public education about lead. The Portland Water Bureau is evaluating a Lead-in-Water Program that provides targeted education and lead-in-water testing to customers. The City of Portland Bureau of Water Works (PWB) developed this program in cooperation with its wholesale customers. The program: provides free lead-in-water testing to customers (including those in other water districts who purchase water from Portland); and, provides targeted outreach to classes of customers that are at greater risk of exposure to lead from all sources. This paper reviews the development of the program and the results of the program evaluation. Includes figures.
