In 1995, the Massachusetts Water Resources Authority (MWRA) opened a 55-person Central Laboratory at the 1200 MGD Deer Island Treatment Plant in Boston Harbor. The Lab performs about 15,000 tests per month for metals, organics, wet chemistry, and microbiological parameters. For the long-term success of the Laboratory, a non-traditional organizational structure was adopted when the new Lab opened. Each laboratory test was assigned to a team. Each team had a mix of manual labor intensive tests (e.g. solids) and automated instrumental tests (e.g. volatile organics). Members of the team were cross-trained to become proficient on all tests performed by the team. This gives everyone an opportunity to learn new skills but also gives good flexibility in making sure the work gets done. Each team takes their test from start to finish, including sample preparation, analysis, data processing, and final data review. The process is within the team's control so they strive to work together effectively to complete their tasks successfully. This paper discusses the experiences encountered over the past seven years and includes the measurements used to evaluate the cost-effectiveness and productivity of the Laboratory.
