In order to achieve multi-faceted goals for meeting regulatory requirements, protect publichealth, exceed customer quality expectations and maintain competitive water rates, the PassaicValley Water Commission (PVWC or Commission) initiated an ambitious program to upgrade itsLittle Falls Water Treatment Plant (LFWTP) in Totowa, New Jersey. Utilizing an integrated"source-to-tap" approach to water quality, PVWC implemented operational and capitalimprovements in three functional areas: Watershed Management; Treatment System Upgrade;and Distribution System Water Quality. This paper describes the water quality based approachused by the Commission to develop the scope of services and water quality objectives for theLFWTP upgrade, as well as the consultant's process for determining the optimal treatmentprocesses to utilize and the design and operational features of the upgraded plant for optimizingfinished water quality.
