By 2009, Colorado Springs Utilities plans to design and construct a new water treatmentplant (WTP) to accommodate regional growth and improve system reliability. This plant'ssource water will be Arkansas River water, from near Pueblo, Colorado. From decisionmodeling, it was determined that both conventional treatment and softening processesrequired further evaluation. The objective of the ongoing work is to determine the benefitsand costs associated with conventional and softening treatment to allow Colorado SpringsUtilities to make informed decisions prior to design of the new WTP. In this paper, resultsfrom bench-scale softening, coagulation, and disinfection byproduct (DBP) testing,conducted at CH2M HILL's Applied Sciences Laboratory, are presented including howthese results were used to focus the pilot study plan and enhance evaluations of the costimplications of softening. Softening treatment processes evaluated included single-stagelime, 2-stage lime/soda ash, single-stage caustic soda, single-stage lime/soda ash, and 2-stage lime/caustic soda. Coagulation processes using alum and ferric chloride were alsoinvestigated. DBP testing was conducted for conservative distribution system conditions,and correlations between dissolved organic carbon (DOC), ultraviolet absorbance (UVA),and DBP formation were developed.
