This paper discusses AwwaRF Project 2875, Development of Distribution System Water Quality OptimizationPlans, that was conducted as a tailored collaboration between AwwaRF and several participatingutilities including Greater Cincinnati Water Works in Ohio, Calgary Waterworks in Canada andthe City of Everett, Washington. The Distribution System Water Quality Optimization Plan (DSOP) is a tool utilities canuse for evaluating and improving programs that affect distribution system water quality;evaluating conditions within the distribution system to reduce the potential for contamination;creating better documentation; and enhancing communication between the various utilityfunctions that impact water quality in the distribution system. It should address both regulatorycompliance issues and customer issues related to aesthetic properties of drinking water. TheDSOP should be considered a living document that is continually updated as new informationbecomes available or as the utility has resources to further develop related programs andpractices.The DSOP could be used to optimize all distribution system functions or to target a fewspecific distribution system programs for water quality improvements. The DSOP is envisionedas a 3-ring binder with tabbed sections or alternatively, it could be an electronic documentavailable to utility staff via an intranet. The DSOP includes the following topics:water quality goals and monitoring;operations management;maintenance management;facilities planning and engineering;construction practices and inspection;training;customer relations and communication; and,data integration for water quality management. The focus of each topic is on determining the impact of utility practices on distribution systemwater quality, and providing a framework for integrating water quality considerations into utilityplanning processes and programs.
