In response to the terrorist attacks on September 11, 2001, the U.S. Bioterrorism Act of 2002mandated that drinking water utilities perform vulnerability assessments (VAs). From 2006 to 2008,drinking water utilities in the state of Michigan were surveyed regarding their emergency preparednessand management. The surveys specifically addressed the implementation of security-related projects andfuture needs derived from the utilities' VAs.Between 2002 and 2006, utilities had completed 66 percent of their VA-identified projects. On average,each utility completed five projects resulting from the VA and had identified less than one additionalproject post-VA. Typical projects included locks, fences, cameras, motion detectors, card key access, andemergency power generators. Completed project costs ranged from $100 for new locks to $5 million fornew generators.Emergency management, including documentation, practice, and procedures, was also assessed.Consequence management plan understanding and implementation, plus interest in the Water andWastewater Agency Response Network (WARN) were surveyed. Public communication topics anddocumentation related to emergency scenarios were also assessed. The surveys found a wide variation inresponses, indicating varying levels of commitment to and implementation of emergency management. Includes tables, figures.
