The U.S. Environmental Protection Agency developed a conceptual design for a contaminationwarning system (CWS) in close partnership with drinking water utilities and other keystakeholders in response to Homeland Security Presidential Directive 9. Requirements of aneffective CWS include coverage of a broad number of potential contaminants, coverage of theentire distribution system, timely detection, reliable indication of contamination, andsustainability through dual-use application. Modeling and analysis indicates that a CWS designthat integrates the following common monitoring and surveillance strategies should meet all ofthese requirements satisfactorily. The common monitoring and surveillance strategies include:online water quality monitoring;routine and triggered sampling and laboratory analysis;enhanced security monitoring;consumer complaint surveillance; and,public health surveillance.
