A brief overview of the National ResponseFramework is provided, and the process for developing a Utility Emergency Supply Plan(UESP) is presented and includes: assess vulnerability and potential scale of outage;determine target level of service post-event(quantity and quality); analyze drinking water alternatives and developplan; and,implement plan.
