The purpose of this manual is to provide guidance on technical and operational issues applicable to the integration of Remotely Piloted Aircraft (RPA) in non-segregated airspace and at aerodromes.
Civil aviation has, to this point, been based on the notion of a pilot operating an aircraft from within the aircraft itself, and more often than not, with passengers on board. Removing the pilot from the aircraft raises important technical and operational issues, the extent of which is being actively studied by the aviation community. Guidance on many of these issues is provided in this manual.
The content of this manual was developed over a period of three years with input from many groups of experts from RPAS inspectors, operators and manufacturers, pilot representatives, air navigation service providers (ANSPs), air traffic control representatives, accident investigation bureaus, human performance specialists, surveillance and communications experts and others. It is based upon the latest forms of technology available at the time of its publicaiton.
