The purpose of this circular is to provide information on the work undertaken by the Review of the General Concept of Separation Panel (RGCSP), the Separation and Airspace Safety Panel (SASP), and planning and implementation regional groups (PIRGs) to establish the offset values and procedures to be used in applying strategic lateral offsets. The purpose of such offsets is to mitigate the increasing collision risk resulting from improved navigation and altimetry performance. This increased risk is a result of the improved accuracy and use of global navigation satellite system (GNSS) and the adoption of reduced vertical separation minimum (RVSM) compliant altimetry systems.
This circular is aimed at a worldwide audience among civil aviation authorities and air navigation service providers responsible for airspace management as well as aircraft operators and aircrew.
