Need: In the 14.5 year period 1970 to June, 1984 inclusive, there were 5,862 reportable service incidents on natural gas transmission and gathering lines; in this context "reportable" refers to incidents which must be reported on the OPSR 20-day report form. The average number of incidents over the 14.5 year period was 404 incidents per year with the maximum being 482 and the minimum for a full year being 254. In addition to the service failures, 2,013 test failures were reported. The test failures removed defects from the pipe-lines before service, hence, these failures contributed to the safety of pipelines.

Benefit: The report presents an analysis of statistical data obtained from reports of leak or rupture incidents and test failures in natural gas transmission and gathering lines over the 14.5 year period 1970-1984. This report is the last to utilize the OPSR data required on DOT F 7100.2 form.

Result: In summary, definitive trends have not been observed over the years of these analyses that indicate significant changes in the number or the cause of failures. The distribution of injuries and fatalities by origin indicates that 55 percent of the injuries and 53 percent of the fatalaties are associated with the body of the pipe. It is speculated that these relatively high percentages are a reflection of the high percentage of incidents that are due to outside force and suggests that the outside force incidents are the most hazardous of the various incident types.
