OVERALL, A COMBINATION OF ADD-ON CONTROLS AND SOLVENT SUBSTITUTION WAS FOUND TO BE THE MOST COST-EFFECTIVE APPROACH TO MEETING EMISSION STANDARDS THAT GO INTO EFFECT IN THE 1990S.
