THIS TECHNICAL REPORT IS A RESULT OF A ROUNDTABLE ORGANIZED BY ROBOTICS INTERNATIONAL OF THE SOCIETY OF MANUFACTURING ENGINEERS (RI/SME) IN NOVEMBER, 1990. IT ADDRESSES THE ISSUE OF GAPS IN THE TECHNOLOGY TRANSFER PROCESS FOR ROBOTICS RESEARCH--FROM LABORATORY RESEARCH TO ITS DEVELOPMENT AND APPLICATION. THE (UNANIMOUS) OPINION OF THIS GROUP WAS THAT THE UNITED STATES NEEDS A DEVELOPED AND PROPERLY ARTICULATED AGENDA TO FACILITATE THE TRANSFORMATION OF BASIC RESEARCH TO FULLY DEVELOPED PRODUCTS OR SYSTEMS. IT WAS GENERALLY FELT THAT A SET OF ORGANIZED EFFORTS INCLUDING THAT OF THE FEDERAL LABORATORY CONSORTIUM WOULD BE USEFUL. IN ADDITION, UNIVERSITIES SHOULD TAKE MEASURES TO TRANSFER THEIR RESEARCH DATA DIRECTLY THROUGH THEIR GRADUATE STUDENTS OR FACULTY. THE QUESTION OF THE CRITICAL AREAS OF RESEARCH AND DEVELOPMENT NEEDS IN ROBOTICS BROUGHT OUT SIDE-RANGING AREAS OF EMPHASIS. DEVELOP
